On 12 July 2016, the 2nd High Level Forum on China-ASEAN Production Capacity Cooperation was held in Jakarta, Indonesia. The Forum was co-hosted by the Mission of China to ASEAN, the ASEAN Foundation and China Chamber of Commerce in Indonesia, Asia Pacific Daily and ASEAN Finance. H.E. Mr. Xu Bu, Chinese Ambassador to ASEAN, H.E. Mr. Vongthep Arthakaivalvatee, Deputy Secretary-General of ASEAN, H.E. Mr. Arief Yahya, Minister of Tourism of Indonesia, and more than 300 participants from public and private sectors as well as international organizations and mass media of ASEAN and China attended the Forum. H.E. Mme. Yang Xiuping, Secretary-General of ASEAN-China Centre (ACC), attended the Forum upon invitation.

Mr. Xu Bu delivered opening remarks. He said that 2016 marked the 25th Anniversary of ASEAN-China Dialogue Relations. The bilateral trade volume increased by 60 times over the past 25 years and the economic cooperation was getting closer and closer. The interconnected and interdependent cooperation pattern between ASEAN and China had been formed. As China’s close neighbor, ASEAN had an important role to play in implementing China’s Belt and Road Initiative and promoting international production capacity cooperation. It would not only help ASEAN to eliminate the bottleneck of infrastructure construction, attract funds and technology, but also help China to transform and upgrade its economic development. Taking into account of the ASEAN Economic Community Blueprint 2025 and synergizing the needs on both sides, China would help ASEAN countries with infrastructure development, industrialization and industrial upgrading.

Mr. Vongthep Arthakaivalvatee said that China was an important cooperation partner of ASEAN. With the completion and upgrading of ASEAN-China Free Trade Area, both sides had witnessed closer economic and trade relations and more intimate people-to-people exchange. Production capacity cooperation was an important part of ASEAN-China cooperation, covering cooperation in industrial capacity, human resources development and science and technology. We needed to make concerted efforts to boost production capacity cooperation in many ways so as to promote development and prosperity in this region.

Mr. Arief Yahya said that though the global economy was under profound adjustments, ASEAN-China economic and trade ties still maintained good momentum. The Belt and Road Initiative proposed by the Chinese government had presented new opportunities for ASEAN-China production capacity cooperation. The two sides needed to seize the opportunity to accelerate the economic and trade cooperation by strengthening production capacity cooperation. Indonesia, the largest economy among ASEAN Member States, had a large population and was rich in natural resources. Its agricultural, industrial and service sectors were developing in a well-balanced manner and playing an important role in the national economic development. Indonesia welcomed Chinese entrepreneurs to invest and do business in the country so as to bring tangible benefits to the peoples of two countries and the region as a whole.

Mr. Xiong Deming, Vice Chairman of China Committee of the Indonesian Chamber of Commerce and Industry, Mr. Yang Guoqiang, Founder and Chairman of Country Garden Holdings Co. Ltd, Mr. Li Jiming, Deputy Secretary General of Yunnan Province, China, and Mr. Piyapan Tayanithi, Executive Vice President of Bangkok Bank, Thailand, delivered speeches. They spoke highly of the fruitful achievements of ASEAN-China functional cooperation, introduced their participation in international production capacity cooperation, and expressed their willingness to enhance connections with relevant parties and jointly explore ways to promote the regional development, and make contributions to ASEAN-China production capacity cooperation.
