ACC Organized the 2nd ASEAN University Study Visit Programme to China

From 2 to 8 November 2014, ASEAN-China Centre (ACC) and SEAMEO RIHED (Regional Centre for Higher Education and Development) organized the 2nd ACC-SEAMEO RIHED Study Visit programme to China with the theme of "University-Industry Cooperation in Research and Development", which is the second cooperation following the first visit held by ACC and RIHED last year.

The delegation, led by Mr. Khamphao Chanphengxay, Deputy Director of Higher Education Department, Ministry of Education and Sports (MOES) of Laos, comprised 21 delegates, including 3 senior officials from Cambodia, Laos and Malaysian Education Departments, as well as presidents and vice presidents from 14 universities from 7 ASEAN countries, namely, Cambodia, Indonesia, Malaysia, Myanmar, the Philippines, Thailand and Viet Nam.

The delegation visited Shanghai Municipal Education Commission, Shanghai Education and Science Institute, Suzhou Dushu Lake Higher Education Park, and Tongji University and its National Science and Technology Park, Zhejiang University and its National Science and Technology Park, Zhejiang Industrial University, Xi’an Jiaotong Liverpool University and the Manufacturing Center of Commercial Aircraft Corp. of China in Shanghai, and learned about the  scientific policy and current condition of universities in China, as well as scientific research, talents training of Chinese universities; learned the experience on combining production, learning and research of the universities via visiting university science and technology parks; hence, explored the opportunities of cooperation between the two sides.  Mr. Tri Purnajaya, Director of Education, Culture and Tourism Division (ECTD) of ACC, Mr. Wang Daoyu, Deputy Director of ECTD of ACC and Ms. Sun Xuejing, Education Officer of ACC accompanied the delegation. Ms. Thanthakorn Phuangsawat, Acting Interim Director of SEAMEO RIHED and Ms. Zhe Li , Programme Officer of SEAMEO RIHED joined the study visit. 

On 3 November 2014, the delegation visited Shanghai Municipal Education Commission (SMEC) and Shanghai Education and Science Institute (SESI). The leaders of SMEC met the delegation, and briefed them on the current development of education in Shanghai, especially on that of higher education, as well as their policies and valuable experience in promoting research cooperation among universities, transformation of science and research achievements into pracitcal use and the cooperation between universities and industries. The two sides had a very intensive discussion on financial support for innovation in universities, transformation of science and research achievements, personnel management, etc. At SESI, the delegation was warmly received by the leaders of SESI, and learned about SESI’s contribution to Chinese education development as a think-tank, as well as its concept on how the universities in Shanghai can help promote regional economic development through transformation of science and research achievements. The delegation was very much inspired and hoped to further learn the advanced experience from the institutions in Shanghai. 

On 4 November 2014, the delegation visited Tongji University and its National Science and Technology Park, Manufacturing Center of Commercial Aircraft Corp. of China , Suzhou Dushu Lake Higher Education Park, Xi’an Jiaotong Liverpool University on 5 November, Zhejiang University and its National Science and Technology Park on 6 November, and Zhejiang Industrial University on 7 November. The hosts shared with the delegation the overall conditions, science and research production transformation, promoting industrial development, international cooperation and exchanges, as well as their advantages, and had interactive exchanges with the delegation. They expected further cooperation and exchanges in the near future. The delegation expressed that they had gained so much from the visit and learned China's experience, and hoped to have more cooperation in the area of science and research with the Chinese counterparts.

The 2nd ASEAN University Study programme ended successfully. The delegation expressed appreciation to ACC for organizing the trip, and said that it was a well-arranged, informative and fruitful visit, which helped them understand the overall conditions of Chinese universities in science and research, and provided an opportunity to learn about Chinese education policy and its practice. The delegation also hoped that ACC together with SEAMEO RIHED could continue to co-organize the study visit in 2015.

In the farewell dinner for the delegation organized by ACC, Director Tri Purnajaya said that ACC was committed to promoting ASEAN-China mutual understanding, facilitating cooperation and exchanges in education, and ACC would continue to serve as a bridge between the two sides. In the end, Director Tri Purnajaya and Deputy Director Wang Daoyu of ACC, as well as Acting Interim Director of SEAMEO RIHED, Mr. Thanthakorn Phuangsawat, presented to each delegate the Certificate of Participation signed by Secretary-General Ma Mingqiang of ACC.
